The National Institute of Support for Micro, Small and Medium Enterprises, abbreviated as INAPEM, is the indirect administrative body of the Angolan State, which is generally responsible for implementing policies and strategies in the field of capacity building and financing for micro, small and medium enterprises. INAPEM has a fundamental role in supporting the implementation of policies to support national business, acting in the areas of training and capacity building for MSMEs, fostering entrepreneurship and monitoring the development of national business.
The mission of IAPMEI is to promote competitiveness and business growth, to ensure support for the design, execution and assessment of policies aimed at industrial activity, aiming at strengthening innovation, entrepreneurship and business investment in companies that carry out their activity in the areas under the Ministry of Economy, namely small and medium-sized companies, with the exception of those in the tourism sector.
The Polytechnic Institute of Setúbal (IPS) is a public higher education institution that is part of the polytechnic subsystem. The institute includes five schools in its composition: the Superior School of Technology (ESTSetúbal), the Superior School of Education (ESE), the Superior School of Business Sciences (ESCE), the Superior School of Technology of Barreiro (ESTBarreiro) and the Superior School of Health (ESS).

The Delegation carries out its activities in close coordination with the 12 EU countries with diplomatic representations in Angola. Relations between Angola and the EU were boosted after the signing of the EU-Angola Joint Path Agreement in 2012, a framework for dialogue and cooperation based on common interests and shared values.
